Unlicensed, possible reasons why; they may have a criminal background, not meet the required educational/skill, no workers comp or liability insurance, delinquent on child support payments, may have outstanding warrants for arrest, possible sex offenders, just released from jail, take your money and run, complaints in another jurisdiction.
All of the bad and more!! May have prior arrest for contracting without a license.
